Entering the Croatian VAT system: now, later or never?
“Enter VAT as soon as you work with companies” and “avoid VAT for as long as possible” are both poor general rules. The decision becomes clearer when you answer two practical questions.
The two questions that decide most cases
1. Who buys from you?
If customers are VAT taxpayers, the VAT on your invoice is generally input VAT for them, so registration does not normally change their net cost. If customers are consumers, VAT must either raise the final price or reduce your margin.
2. How much input VAT do you incur?
Input VAT on equipment, vehicles, materials and inventory can generally be deducted only within the VAT system and subject to the statutory conditions. That potential deduction is the real economic benefit of voluntary entry.

Rules to know before deciding
- The Croatian small-taxpayer threshold is €60,000 of supplies in the calendar year; it follows supplies, not collected cash.
- When the threshold is crossed, the exemption ends at the crossing and registration applies from the first following day. P-PDV is filed within 8 days.
- Voluntary entry binds the taxpayer for the current and following calendar year.
- Entering VAT does not by itself end lump-sum income taxation. The two regimes use separate legal tests.
- A VAT identification number for certain EU B2B services is not the same as full regular VAT registration.
Three examples
A transporter buying a truck
A truck costs €50,000 plus €12,500 VAT. If the business lawfully enters VAT before the purchase and the deduction conditions are met, the input VAT may be deductible. Buying first and registering later can produce a different result. The order of the steps therefore matters.
An IT consultant with company clients
Annual turnover is €40,000 and annual deductible input VAT is roughly €500. B2B customers mean VAT may not hurt the selling price, but low input VAT may not justify the additional recurring administration and the binding period.
A consumer-facing salon
Annual consumer sales are €45,000 and materials €5,000. If market prices cannot rise, VAT reduces the amount retained from each gross sale. Input VAT on materials may recover only a small part of that reduction.
EU work: the common misunderstanding
A small taxpayer may need a Croatian VAT ID before supplying or receiving certain B2B services across EU borders. The request is generally made 15 days before the first such service. Receiving an EU service can create reverse-charge VAT and reporting obligations without giving a small taxpayer the regular right to deduct input VAT.
Deadlines and details that change the result
Voluntary entry and withdrawal
The entry date cannot precede the request. Under the prescribed conditions, withdrawal from a voluntary request is possible within 8 days if no VAT invoices were issued in that period. A later exit request is generally submitted by 15 January where the preceding turnover and other conditions allow it.
Adjustment of input VAT
Leaving the system can require adjustment for inventory and capital goods. The statutory adjustment periods are 5 years for capital goods and 10 years for immovable property, with the prescribed proportional calculation.
A threshold example
Before the new invoice: €59,400 of supplies
New invoice: €2,000
Total: €61,400
The exemption does not continue until year-end. Registration begins on the first day after the threshold was crossed, and P-PDV follows within eight days.
Frequently asked questions
Do I lose lump-sum taxation when I enter VAT?
No. Lump-sum income taxation and VAT are separate regimes. A Croatian lump-sum sole trader may be VAT-registered while the separate lump-sum conditions remain satisfied.
Is the VAT threshold measured by cash collected?
No. It follows the value of supplies. An invoice or completed supply can count before the customer pays it.
Can I leave VAT after entering voluntarily?
Voluntary entry binds the taxpayer for the current and following calendar year. A later exit is possible only if the statutory conditions are met.
I work with EU companies. Must I enter the full VAT system?
Not necessarily. Certain cross-border B2B services require a Croatian VAT identification number, but that is not the same as full regular VAT registration.
